Kim Il expresses gratitude on the statement of Soviet Union on the issue of the peaceful reunification of Korea. Kim Chang-man mentions the DPRK VNS proposals which stress the peaceful reunification of Korea sweeps through the South Korea. He also reports that the South Korea currently suffer a serious electricity shortage. Ri Gyo-sun says there will be a massive propaganda on DPRK VNS proposals planned to Japan.

In a conversation with political seniors in Soviet Union and North Korea, A.M. Puzanov informs Kim Il Sung that Soviet government accepted his offer to have mutual deliveries of goods during 1961 to 1965. Kim Il Sung speaks his opinion in irrigation system control and inter-Korean relations.

Pak Seong-cheol delivers a request to Puzanov for Soviet assistance in expanding energy production in North Korea.

At the 40th anniversary of the USSR Armed Forces meeting, Kim Il Sung shares impressions of the visit of the PRC delegation and discusses the South Korean aircraft that overflew DPRK in February 16 and students who renounced the DPRK citizenship.

Kim Il Sung requests technical assistance from the Soviet Unions for currency reforms in DPRK. He and Puzanov then discuss plans for elections in North Korea, DPRK agricultural and fishing conditions, progress in construction, and the exchange of delegations between the two countries. Later, Puzanov meets with the PRC Ambassador to the DPRK, Qiao Xiaoguang. They discuss the potential American bid to legalize weapons deliveries to South Korea as well as USSR and PRC consultation for the DPRK five-year plan.
