On behalf of the North Korean government, Nam Il requests Ivanov and Deputy Trade Representative that the USSR supply more material aid to ore mining enterprises in the DPRK.

Ivanov delivers to Kim Il Sung a status report on the Soviet Embassy’s work to grant Korean citizenship to Soviet Koreans. Kim hopes that allowing Soviet Koreans to travel to and from the USSR can be used as a means to strengthen the two countries’ ties.

During the conversation, Kim Du-bong notes his concerns over the personality cult, the shortcomings in the work of the Central Committee, and the serious economic situation in DPRK.

Deputy Prime Minister of DPRK, Choe Chang-ik, discuss the unhealthy situation in the Korean Worker's Party and the North Korean government. Choe argues that there is nepotism within the personnel selection process and that a cult of personality exists within the KWP. Choe also expresses concern regarding the difficult economic situation in the DPRK.

Ambassador Ianov and Choe Chang-ik discuss the visit of the DPRK government delegation to Eastern Europe and the USSR and the policies of the Korean Worker's Party.

Ambassador Ianov discusses with Vice Premier and Minister of Light Industry Pak Ui-wan on his hope that Kim Il Sung's trip to the GDR would bring changes in North Korean economic policy.
