This document discusses the creation of an independent Korea. Roosevelt, Churchill, and Chiang Kai-shek first presented the idea at the Cairo Conference in 1943. The United States supports the creation of a single Korean state while the USSR opposes it. The document discusses the importance of the answer to the unification question for the Soviet Union's political and economic future as well as its interest in the Far East.

In this incomplete document, Pak Deok-hwan, a Soviet Korean, describes his plans to return to the Soviet Union. He also discusses the "Juche" philosophy being promoted by the KWP that "everything Korean is better compared to [anything] foreign."

Kim Il Sung and his close aides are very satisfied with the results of the talks in Moscow and the Agreement on Economic and Technical Aid and Trade Turnover. After hearing the prosperous output results of the Pyongyang state farm from Jeong Il-yong, A.M. Puzanov asks Jeong Il-yong to visit the Pyongyang state farm.

Bogdanov informs Puzanov of his conversation with Ri Ju-sik. Puzanov invites Korean arts officials to a film. Pak Yeon-seong notifies Puzanov that the exhibit given by the Soviet government has successfully arrived.

Emil Stanciu and A.M. Puzanov share information obtained from separately interacting with Kim Il Sung and his close aides, commenting that Korean leaders barely mention the aid which the Soviet Union and other socialist countries are giving the DPRK.

Kim Il expresses gratitude on the statement of Soviet Union on the issue of the peaceful reunification of Korea. Kim Chang-man mentions the DPRK VNS proposals which stress the peaceful reunification of Korea sweeps through the South Korea. He also reports that the South Korea currently suffer a serious electricity shortage. Ri Gyo-sun says there will be a massive propaganda on DPRK VNS proposals planned to Japan.
