Pak Ui-wan tells Filatov about a conversation he had with Kim Il Sung regarding Pak Chang-ok, Pak Yeong-bin, and other Soviet Korean party members.

Pak tells Filatov that he does not fully agree with the KWP CC Presidium decision regarding Pak Chang-ok because the Presidium's failure to cite specific evidence. Pak Ui-wan says that he spoke well of Pak Chang-ok in a recent meeting with Kim Il Sung.

Pak reports on the recent KWP CC Presidium decision, “The Further Strengthening of the Fight Against Reactionary Bourgeois Ideology in Literature and Art,” which was directed at the alleged hostile factional activity of Soviet Koreans. Pak says that the persecution of Soviet Koreans is ungrounded, as they do not pose a threat to the Party, and that in fact, favoring members of the local “faction” over members of other backgrounds may undermine the Party’s integrity.

Puzanov visits the Minister of Internal Affairs to discuss the exchange of delegations. In the evening, he attends the celebration of the PRC's 8th anniversary. During an intermission between artistic performances, Pak Ui-wan informs Puzanov of the issues to be addressed at the KWP CC October Plenum.

Puzanov and Pak Ui-wan discuss the construction of the Soviet Embassy in North Korea, the KWP CC leadership's suspicions against factionalists, and Pak Ui-wan's efforts to clear himself of suspicion. Later, Puzanov meets with Nam Il and discusses railroad construction, the second session of the World Meteorological Organization, settling citizenship issues, and the sale of goods for agricultural products from collective farms in the Soviet Union.

Puzanov visits the construction site of a furniture factory built with USSR aid and comments on its production capacity and shortcomings. He also informs PRC Ambassador Qiao Xiaoguang of Soviet feedback on the DPRK's draft five-year plan and the internal political situation of the KWP leadership.

Pak Ui-wan discusses Kim Il Sung's draft report on his visit to the Soviet Union, the economic situation of the DPRK, party and government measures for the Five-Year Plan, the intra-party situation and the tasks of the Korean Worker's Party. During the conversation, Kim Du-bong notes his concerns over the personality cult, the shortcomings in the work of the Central Committee, and the serious economic situation in DPRK.

Ambassador Ianov discusses with Vice Premier and Minister of Light Industry Pak Ui-wan on his hope that Kim Il Sung's trip to the GDR would bring changes in North Korean economic policy.
