DPRK Ambassador to the German Democratic Republic Pak Gil-ryong speaks to Filatov about Nam Il’s report on the 3rd KWP Congress. Pak also reports that Kim Il Sung is dismissive of foreign criticism of the over emphasis on heavy industry in the DPRK and is planning to implement an ambitious five-year plan.

A Soviet report that describes successful economic management in the postwar period in North Korea. The report also explains that the KWP CC still needs to work on improving some areas, particularly those concerning production cooperatives and the rural peasantry.

Kim Seung-hwa speaks to Filatov about his recent inspection trip to a fertilizer plant. Kim says that he does not support the KWP CC Presidium decision “The Further Strengthening of the Fight Against Reactionary Bourgeois Ideology in Literature and Art” and its proponents’ aim to characterize Soviet Koreans as an anti-Party faction.

Pak Yeong-bin reports to Ivanov about a recent meeting of Party members in Pyongyang. At this meeting Han Seol-ya and others took turns criticizing Soviet Koreans Pak Chang-ok, Pak Yeong-bin, Gi Seok-bok, Jeong Ryul, and Jeon Dong-hyuk for supporting reactionary literature and creating discord within the Party.

Nam Il reports to Ivanov the proceedings of the most recent KWP CC Presidium. Several Soviet Korean party members, active in the literature and propaganda fields, presented their self-criticisms at the meeting.

Nam Il and Ivanov discuss the agricultural tax and the issue of Soviet Koreans in the Party. In another meeting, Pak Jeong-ae assures Ivanov that the KWP CC is going to widely disseminate translations of speeches made by Bulganin and Khrushchev.

Former Deputy DPRK Minister of Culture and Propaganda Jeong Ryul reports to Byakov details of his meeting with Chairman of the Party Control Commission Im Hae and KWP CC Vice Chairman Pak Jeong-ae.

Record of a Conversation between Soviet Embassy Counselor Petrov and former Editor of the Journal 'Novaya Koreya' Song Jin-hwa

Song Jin-hwa informs Petrov that he has officially been expelled from the KWP and has lost his position as editor of the journal “Novaya Koreya” [New Korea]. Song lists several reasons for his expulsion, and asks if as a Soviet citizen, he could be allowed to return to the USSR.

Record of a Conversation between Soviet Embassy Counsellor Lazarev and Ri Dong-yong

Lazarev informs DPRK Deputy Minister of Foreign Affairs Ri Dong-yong that design specialists from Pyongyang have been given permission to study in the USSR for three months. Ri explains that the majority of the Central Committee is not favorable towards granting Soviet Koreans citizenship.
