The Soviet Union sent a delegation to the All-China Assembly of People's Representatives in Beijing. During this time, A.N. Kosygin and Mao Zedong discussed Vietnam including American military actions, Soviet assistance and support, and their socialist path. The conversation then moved towards a debate over spheres of military influence. The Soviets believed that they and the Chinese should unite to fight against American capitalism, but Mao stated that the Soviets should protect Europe and Chine should protect Asia. Other issues addressed included imperialism, Africa, the United Nations, foreign relations, and the concern over factions between communist states and internal factions within parties.

Khruschev reports Chinese dissatisfaction with Soviet specialists that had been placed in China to aid in socialist economic, cultural, and military development. He notes that despite the dissatisfaction, the CCP insists that they remain in China. However, due to recent complaints by the specialists about being propagandized by the Chinese against the CPSU, the Soviet government has decided to withdraw the specialists from China.

Mao Zedong declares that, in the absence of Soviet assistance, China must rely only upon itself in its pursuit of technological modernity and socialism.

Zhou Enlai expressed China's opinions on the result of the meeting of the Political Consultative Committee of the Warsaw Pact, China's support of the principles of Marxism-Leninism in several Soviet-Albanian conflicts. They also discussed issues of economic and military assistance.

Conversation for the record between Zhivkov and Castro during a four-day-long state visit of the Cuban leader to Bulgaria. Among the main issues discussed was the state of economic development in both countries, their relations with Albania, China, Romania and Yugoslavia; the Cuban foreign policy in Africa and the Caribbean; the civil war in Angola; the battle for the Third World.

Soviet politburo member Yuri Andropov and Gheorghe Gheorghiu-Dej discuss issues concerning the cooperation between the CPSU and the Romanian Worker's party and the two governments. The discussion ranges between economic integration issues, to the Sino-Soviet split, Soviet-Albanian relations, and politico-military cooperation between Warsaw Pact states.
