Record of Conversation between L.I. Brezhnev and N. Ceausescu on 6 March 1968

Brezhnev starts the conversation by asking if Ceausescu is in agreement about supporting the nuclear non-proliferation treaty.  Ceausescu responds by saying that the draft could still improve by including a guarantee that countries without nuclear weapons will not be attacked by nuclear states and clarifying controls over nuclear weapon production.

Soviet Ambassador Dobrynin met with US Secretary of State Vance and requested that he pass on a letter to President Carter from Brezhnev. The letter addressed finding a realistic approach to nuclear disarmament and the previous agreement in Vladivostok.

This draft reply to Leonid Brezhnev's August 1977 message to Jimmy Carter on the suspicious site in the Kalahari Desert includes a number of interesting points, among them a request for the "geographic coordinates, size, configuration, and exact nature of the facility." Presumably this information would be used by the US to better target its reconnaissance satellites on the site.

The Romanian delegation argues against a joint declaration of the Warsaw Pact on non-proliferation for fear that it might be used against China. Brandt's letter is on the inter-continental missile negotiations which took initiative in Geneva. According to Brandt, American's "Zero Option" plan is a good start however, is not satisfactory to provide a safer Europe.
