By late January, the negotiations with Turkey were bogged down, with Defense Minister Sancar asking for a Turkish military presence on the Polaris submarines as well as delivery of nuclear weapons for the F-100 Super Sabres before the Jupiters were replaced. Without a formal agreement on the Jupiters, the U.S. government held back from a decision on another matter: the delivery of F-104G fighter-bombers. Nevertheless, Defense Department officials approved a decision to “provide first available aircraft” in April 1963, which was necessary to authorize the Air Force’s “preliminary preparatory actions.” The U.S. would preserve its “bargaining position” by informing Turkey in writing that an “accelerated delivery date will become firm upon satisfactory conclusion of current US/Turkey negotiations.”

JCS Telegram 8283 to USCINCEUR and CINCLANT

This message conveyed several decisions that McNamara had detailed in a memorandum on “The Replacement of Jupiter and Related Matters.” One Sergeant missile battalion would be deployed in Italy to replace Corporal missiles. The U.S. would not transfer to Italy “operational responsibilities” for nuclear weapons currently deployed to the Southern European Task Force [SETAF]. The U.S. would not deploy Pershing missiles to Italy. Planning would begin for the assignment of three Polaris submarines to the Mediterranean beginning April 1, 1963. Finally, plans would be made to deliver 14 104-G’s to Turkey during April 1963.

Memorandum from William R. Tyler to the Secretary [Dean Rusk] through U. Alexis Johnson, 'Turkish and Italian IRBM's'

Seymour Weiss would push back against any efforts to remove the Jupiters, but he and others realized that President Kennedy had a “keen interest” in the matter and that Secretary of Defense McNamara had ordered that action be taken (assigning his General Counsel John McNaughton to take the lead). Nevertheless Weiss and Assistant Secretary of State William Tyler presented Secretary of State Rusk with a memorandum making the case against action on the Jupiters or at least postponing their removal until a “later time.” Paralleling arguments made during the crisis by Ambassadors Hare and Reinhardt, Tyler pointed to the “symbolic and psychological importance” of the Jupiter deployments. While Tyler noted parenthetically that the Italians had “given indications of a disposition to work toward the eventual removal of the Jupiters,” the U.S. could not phase them out “without general Alliance agreement,” including Italy and Turkey’s consent, “unless we are prepared to lay ourselves open to the charge of abrogation of specific or implied agreements.” Rusk was in the know on the secret deal, but his reference to a “later time” was consistent with it and signing the memo would have placated Tyler and Weiss.

In this memorandum, McNamara, Rusk, and Adrian Fisher discuss amendments and language of the NPT treaty that was in stalemate that summer. Fisher saw the 1954 Atomic Energy Act, with its prohibition of the “transfer of atomic weapons to any other country,” as providing model language for an NPT because it was compatible with the bilateral agreements.

March 9, 1966

Department of State Airgram A-168 to US Embassy West Germany, 'NIE 23-66: West German Capabilities and Intentions to Produce and Deploy Nuclear Weapons'

At the request of Secretary of Defense Robert S. McNamara, the agencies that belonged to the U.S. Intelligence Board began work on a National Intelligence Estimate to provide a “comprehensive analysis” of West German nuclear “capabilities and intentions.” In this Airgram, the State Department requested input from the Bonn embassy on the upcoming NIE.

December 7, 1964

Memorandum of Conversation between President Johnson and Prime Minister Harold Wilson

In this conversation, President Johnson and Prime Minister Wilson discuss the MLF and the proposed ANF--the "Atlantic Nuclear Force," a British proposal as an alternative to the MLF. The two leaders weighed the pros and cons of both proposals, with President Johnson ultimately deciding to give a positive response to the ANF, leaving it up to the British to see if Bonn could be enlisted.

In this conversation, Chancellor Adenauer and Secretary McNamara discussed the West Germans signing the U.S. proposed Limited Test Ban Treaty, which Adenauer felt would be a "success" for the Soviets. Adenauer worried that signing the same documents as the Soviets would recognize the Soviet Occupied Zone.

Draft Telegram to Italian Embassies and Permanent Representative to NATO

The telegram announces that the Italian government welcomes MacNamara's proposal of establishing a restricted Atlantic Nuclear Committee. This proposal is in the context of a necessary widening of the Atlantic nuclear responsibilities that now are concentrated in Washington.
