Guevara outlines his intentions for an upcoming speech to the UN General Assembly. He plans to discuss peaceful coexistence between large and small countries, as well as expose and confront the United States about their intervention in the Congo and aggression towards Cuba.

Ion Gheorghe Maurer, 'The Unshakeable Foundation of the Unity of the International Communist Movement' (excerpts)

Prime Minister Ion Gheorghe Maurer describes Romania's new policies and approach to relations with China and the Soviet Union at a time when Romania was increasingly attempting to distance itself from the Warsaw Pact and the Soviet Union's military control. Toward this end, Mauer proclaims a policy of military disengagement and disarmament, declaring that mediation and negotiation are the only legitimate way of resolving international tensions.

Telegram from Brazilian Embassy in Havana (de Gamboa)

A telegram from the Brazilian Embassy in Cuba describing the speech of Cuban President Dorticós, in the UN, as extremely ponderous and even conservative, by Cuban standards. Dorticos alluded at length to the North-American threats against Cuba, evidencing therefore, one more time, the “complex of invasion” that has motivated in large measures the comportment of the revolutionary government in international politics. Dorticos affirmed, moreover, that Cuba desires a “policy of peace and of coexistence” with all countries of the Continent, within an “absolute respect to the principle of non-intervention.”

Cable no. 365 from the Czechoslovak Embassy in Havana (Pavlíček)

The cable relays an important development in regards to press coverage of the resolution of the Cuban Missile Crisis. There are strict controls and reviews to be placed on news from the Soviet Union, and there is to be no publications by Presna Latina about peaceful coexistence or solidarity with the Soviet Union, about export of arms, etc. until a resolution has been reached. Khrushchev's name is not to be mentioned anywhere. There are also strict limitations placed on foreign correspondents and journalists.

A letter from Cuban President Osvaldo Dorticos regarding a conversation he had with Anastas Mikoyan. The two discussed mostly the USSR's position on Cuba, to which Mikoyan expressed the USSR's support of Cuba (that it would retaliate if Cuba were attacked), but that peaceful coexistence was still the Soviet's plan to follow for the development of humanity toward socialism and the defeat of imperialism.
