Soviet Ambassador to Iran Sadchikov informs the Soviet leadership that Qavam claims not to be delaying Majlis elections in order to avoid implementing the Soviet Union's oil concession in Iran. Qavam instead insists that elections will be held once there is an acceptable resolution to the Azerbaijani and Qashqai conflicts as well as other conditions necessary to ensure a majority in the Majlis.

The Shah of Iran agrees to starting a Soviet-Iranian oil company using oil from Northern Iran. The letter contains Iran's conditions for this company and the promise that a treaty will soon follow this letter.

The Shah explained to Chivu Stoica that Iran was interested in building a special pipeline just for socialist countries, but also said that he realized that this 'could irritate certain socialist countries' and Iran was happy to act bilaterally in the case of Romania.

Indicates several areas for him to pay attention to and report on, specifically Iranian national liberation movements, the "National Front," and plans for nationalizing the oil industry. Also note that he should be especially careful to not appear as if the Soviet Union is taking a stance against Mohammad Mossadegh.
