In December 1979 Mongolian party and government delegation headed by the Chairman of the Council of Ministers of Mongolia Jambyn Batmunkh visited Vietnam, Cambodia and Laos and had held talks with the leaders of these countries on issues pertinent to the Sino-Vietnamese war of 1979, Pol Pot’s regime, situation in Indochina and Chinese foreign policy in Asia.

This note from the dinner participated in by Nicolae Ceausescu, Ion Gheorghe Maurer, and the Chinese C.P. delegatioin at the R.C.P. 9th Congress summarizes the points discussed, including the adoption of a motion regarding the situation in Vietnam, and whether or not the conflict can be peacefully resolved.

Romanian and Chinese officials on the Soviet use of informal channels to interfere in Romania’s domestic affairs.

Ion Gheorghe Maurer and Nicolae Ceauşescu of Romania meet with Liu Shaoq, Deng Xiaoping, and other Chinese Communist officials. The Romanians discuss the Sino-Soviet Split, the Council for Mutual Economic Assistance, and the organizing structure of the Warsaw Pact. Maurer expresses frustration with the Soviet Union, referencing the Cuban Missile Crisis and similar "circumstances in which decisions were taken unilaterally, expressing only the Soviet point of view."

The meeting focuses on disagreements between the Chinese and Soviets regarding the Vietnam War and general support to the North Vietnamese. The two sides also discuss general relations among the Warsaw Pact countries.
