Report from Soviet Ambassador to China Roshchin on a conversation he had with Chiang Kai-shek. The two discuss Japan; Jieshi remains vague on his opinions of the handling of the Japanese situation, but admits that the American approach has some flaws. Roshchin concludes that the Chinese should be watched with respect to Japan.

October 1959 conversation between Mao Zedong and the Soviet diplomat and sinologist S.F. Antonov, in which Mao attempted to reassure the Soviets that China would not provoke war with the United States or with its Asian neighbors. In his conversation with Antonov, Mao attempts to lessen the impact of China’s displeasure with Soviet policies. He tries hard to show his agreement with Moscow on every issue—the United States, Taiwan, India, Tibet, disarmament.

Mao, via Terebin, tells Stalin, via Kuznetsov, of his, Mao's, plans for the next few months. He will continue his meeting with the Central Committee for a few more days; afterward he will go to Moscow and will stay for a month, to discuss the various questions he has mapped out. Upon returning to China, Mao will attempt to finish off the Chinese Nationalist Party (GMD). Mao discusses how to do so. Terebin relays further conversations with Mao concerning whether or not Fu Zuoyi should be tried as a war criminal and the state of the war against the GMD.
