Note for the Record [about a Meeting between the Prime Minister, Sir Burke Trend, and Sir Solly Zuckerman at 10:30a.m. on 1 March 1967]

Two "Notes for the Record" from March 1, 1967, describe the vigorous discussions between senior UK government figures, including Harold Wilson, Foreign Secretary George Brown, Minister of State for Foreign and Commonwealth Affairs Lord Chalfont, and chief scientific adviser to the government Solly Zuckerman. Brown argued that "our posture on the matter should be distinctively European rather than one of supporting the United States against other European countries." Wilson was even more explicit, stating that "our approach should be that of a European power discussing the matter with European partners and not seeking to fight American battles." Wilson was keen to let Washington take the lead so that his government might avoid upsetting the French, as had happened with the debates over De Gaulle's 1966 withdrawal from the NATO command structure.

Before and after de Gaulle's November 1967 veto of Britain's second EEC application, Britain's position in Europe and its relationships with existing EEC states shaped the UK's role in the NPT negotiations. Prior to 1967, London canvassed opinion in EEC capitals, particularly in Bonn. As the NPT negotiations wound their way through the Eighteen Nation Committee on Disarmament (of which the United Kingdom was a member) in 1967, British representatives reported deep-seated concerns in Bonn, Brussels, the Hague, Luxembourg City, Paris, and Rome that a non-proliferation agreement might threaten the continued functioning of EURATOM, namely that its power might be subsumed into the IAEA, opening non-nuclear-weapon states (NNWS) up to commercial espionage conducted by inspectors representing the nuclear-weapon states (NWS).

The Issue of Non-Proliferation of Nuclear Weapons in the Conversations of Comrade Gromyko with US Government Officials During the 21st Session of the UN General Assembly (UNGA)

This document includes accounts of several conversations between Soviet officials and US diplomats, including Andrei Gromyko for the Soviets, and Dean Rusk and Arthur Goldberg for the Americans. The most pressing topic discussed during these meetings was figuring out mutually acceptable language to mollify Soviet demands that the NPT contain explicit prohibitions on the transfer of nuclear weapons to non-nuclear countries not just directly but through a military alliance, namely, NATO, remembering previous US attempts to nuclearize NATO through the Multilateral Force (MLF). Some attention is paid to fears not just of the Soviet Union but the US and other NATO allies as well about the FRG acquiring nuclear weapons. In addition to the focus on the semantic differences in the Soviet and American drafts of the NPT, the document emphasizes that one key area of common ground between the Soviets and Americans is the importance that an agreement be reached sooner rather than later before more countries acquire nuclear capabilities.

Memo to the Soviet Ambassador to India: Appeal to the Leadership of the Indian Communist Party on the Question of the NPT

In this memo, the Soviet Ambassador to India is urged to meet with the leadership of the Indian Communist Party (Rao and Dange) and inform them, in light of the 22nd UN General Assembly session discussing the NPT, of the Soviet stance on the Treaty. The ambassador is instructed to emphasize the importance of nuclear non-proliferation for international geopolitical reasons, including preventing West Germany and China from acquiring nuclear weapons, as well as increasing domestic prosperity by using the atom for peaceful means. The ambassador is told to emphasize efforts of the USSR to prepare the draft treaty in collaboration with non-nuclear countries, as well as security guarantees in place for non-nuclear countries so that the Indian government greets the Treaty with understanding.

This telegram detailed the conditions under which the West German's would ratify the NPT, which depended on the results of EURATOM-IAEA safeguards negotiations.

State Department Telegram 199360 to US Embassy Bonn, 'FRG and Swiss NPT Signatures'

On 28 November 1969, West German Ambassador to the United States Rolf Pauls signed the NPT at the State Department and delivered a statement and a detailed note. At the signing Secretary Rogers spoke about the treaty’s value, the “historic” importance of the West German signature, the U.S. understanding that the UN Charter “confers no right to intervene by force unilaterally in the Federal Republic of Germany,” and a reaffirmation of U.S. security guarantees to NATO and the Federal Republic.

Memorandum of Conversation between Secretary of State William P. Rogers and Ambassador Helmut Roth, 'US-FRG Consultations on NPT,' with memorandum attached

During these consultations on the NPT, the chief West German official, Helmut Roth, Chief of the Foreign Office’s Disarmament Section, reviewed the progress of the talks with Secretary of State Rogers. Roth emphasized the importance of the “reaffirmation” of US security commitments “at a time when [the Federal Republic] was signing a renunciation of nuclear weapons for its own defense.”

Noting that the same objections to the NPT remained, INR opined that some West German politicians were using them “to rationalize an opposition that is really based on nationalistic emotions and on the political advantages to be derived from playing upon these emotions.”
