Albanian leaders Hysni Kapo and Ramiz Alia meet with a Chinese delegation to discuss industrialization in Communist countries, specificallyAlbania's five-year plan. The Albanians complain about being excluded from international meetings of the socialist countries. The Chinese update the Albanians on their position of supporting Jiang Jieshi over the "Two Chinas" objective of the United States and their relations with other countries throughout Asia, while encouraging the Albanians to reach out to the Muslim nations of Africa.

Mao Zedong cables to Liu Shaoqi regarding the status of US property and institutions in China, the situation in Hong Kong, and Chinese representation at the United Nations.

In this conversation Mao and Vyshinskii talk about Sino-Soviet economic cooperation, including Soviet aid in rebuilding the Jilin power plant and provision of fuel supplies. The conversation the turns on the question of Japanese POWs. Mao wants to leave them in the USSR for a while longer, and Vyshinskii agrees. Finally, Mao tells Vyshinskii that he is of the opinion that the USSR and China must sign a new treaty of alliance, to which Vyshinskii (possibly unaware of the TASS interview) replies that he sees difficulties in this.

A committee to write up a preliminary draft for a loan from the USSR to China is created. Stalin meets with a delegation of the CCP and answers several of their questions, including: the CCP's policy towards the Chinese national bourgeoisie, the matter of people's democratic dictatorship, Chinese foreign policy issues, Sino-Soviet relations, Xinjiang, Dalian, a Chinese University in Moscow, a railway from outer Mongolia to Zhangjiakou, and a naval school. Stalin and the CCP delegation also discussed the possibility of a war breaking out between the USSR and the US.
