Kuydryavtsev confirms the Cuban request for a delivery of military equipment from the Soviet Union. Fidel Castro and Dorticos then discuss the details of failed invasion of Cuba and its effects in Cuba and the US. Castro suggests that the UN should guarantee that the US will stop interfering with and supporting counterrevolutionaries in Cuba.

Guevara and Kudryavtsev economic integration between Cuba and the Soviet Union and other socialist countries and the lack of support shown by Latin American governments to the US at the Costa Rica conference.

Guevara discusses the US intention to implement an economic blockade of Cuba in the OAS after the Quito conference as well as the possibility of the US implementing a naval blockade of the island. He argues that other Latin American governments must fight American imperialism.

Fidel Castro endorses Khrushchev's reaction to events in the Congo and agrees to support the Soviet Union in seeking to reorganize the structure of the UN. Castro discusses the presence of counterrevolutionaries aided by the United States in Escambray.

Guevara outlines his intentions for an upcoming speech to the UN General Assembly. He plans to discuss peaceful coexistence between large and small countries, as well as expose and confront the United States about their intervention in the Congo and aggression towards Cuba.

Hungarian Embassy in Havana (Görög), Report on Reactions to Fidel Castro’s Trip to the Soviet Union

Chargé d’Affaires ad interim Erzsébet Görög writes a preliminary assessment of Castro’s state visit to the Soviet Union in 1963. Görög reports on improvements in Cuba’s party organization and positive reactions from the Cuban public and media on Castro’s visit. Görög notes different reactions to the visit between the economic/technical and artistic intelligentsia, adding that “Khrushchev managed to win Fidel over to his side in the Soviet-Chinese dispute.” Other topics include emigration and external counter-revolutionary activities.

Hungarian Embassy in Havana (Beck), Report on US–Cuban Talks

Hungarian Ambassador to Cuba János Beck reports talks held between Cuba and the United States. US lawyer James Donovan has meet with Fidel Castro to discuss prisoner exchanges. Castro and Donovan also have discussed steps to normalize Cuban-American relations, without success. Beck repeats a claim that the Cubans are interacting with the US to have leverage over the Soviet Union.
