Also discussed is China's anti-Soviet attitude. Brezhnev mentions the negative reactions of Korea and Vietnam to US President Richard Nixon's planned visit to China. The participants at the meeting are in favor of intensifying relations with Japan. Further discussions focus on the possibility of China joining the UN. All participants at the meeting criticize Nicolae Ceauşescu's visit to China as damaging the interests of the Warsaw Pact. Romania is said to support China's politics towards Albania and Yugoslavia.

V.I Potapov informs on the discussion between Brezhnev and Ceausescu in Crimea in 1979. The Soviets are worried about the separate course followed by the RCP leadership with regards to domestic and international issues. Topics involve the Soviet criticism of the publications of the SRR regarding the Moldavian “territorial question”, the attitude of the Romanian leaders towards the Warsaw Treaty Organization, and towards the Chinese problem.

Meeting minutes taken by Romanian Ambassador Vasile Sandru at sessions of the Warsaw Treaty Political Consultative Committee, taking place in Moscow on 22-23 November 1978. Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. In Session II and III political leaders of the other Warsaw member countries respond to Brezhnev’s speech. Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.

The CC is told about the Hungarian decision to declare neutrality and the likely confrontation between Soviet and Hungarian troops should the former continue to advance toward Budapest. Also discussed is the split within the HWP and possible Soviet responses.

Brezhnev tells of his conversation with Kania. He gives his opinion on how the Soviets should proceed with regard to Poland after a meeting of the Sejm. The Politburo agrees with Brezhnev's decision to inform the leaders of the Warsaw Pact of the developments in Poland.

The Romanian delegation argues against a joint declaration of the Warsaw Pact on non-proliferation for fear that it might be used against China. The other delegations argue that a joint declaration is necessary in order to prevent the creation of the Multilaterall Nuclear Force proposed by NATO.
