V.I Potapov informs on the discussion between Brezhnev and Ceausescu in Crimea in 1979. The Soviets are worried about the separate course followed by the RCP leadership with regards to domestic and international issues. Topics involve the Soviet criticism of the publications of the SRR regarding the Moldavian “territorial question”, the attitude of the Romanian leaders towards the Warsaw Treaty Organization, and towards the Chinese problem.

Letter from Nikita Khrushchev to Gheorghiu Dej, informing the Romanian leadership of the decision taken by the Soviet leadership to withdraw the Soviet Red Army troops from the territory of Romania. Military and security services advisors will however remain in place until 1963.

CPSU Central Committee and USSR Minister of Defense, Marshal of the Soviet Union D. F. Ustinov make a statement to Warsaw Treaty member states addressing the decision by the US and NATO to deploy new American medium-range missiles in Europe. He appeals for improvement of the Unified Forces.

The CPSU CC Presidium is confronted with reports from Hungary of mass demonstrations, armed counterrevolutionary groups, and the support for Nagy by the opposition. The CC is told about the Hungarian decision to declare neutrality and the likely confrontation between Soviet and Hungarian troops should the former continue to advance toward Budapest. Also discussed is the split within the HWP and possible Soviet responses.

The Warsaw Treaty Member States' Committee of Ministers for Defense discussed the situation resulting from the deployment of new American medium-range nuclear missiles in some Western European countries. Some general military planning was proposed in response.

Brezhnev informs the Politburo about his conversation with Cde. Kania of Poland on 11 September, 1981. He suggests applying strong pressure to Kania to put down the uprising.

The Presidium decides to promulgate a declaration on Hungary in which Soviet withdrawal and relations with the new government will be addressed. Members discuss the language of the new declaration and the advice of the CPC CC regarding the status of Soviet troops. The declaration is also intended to address the broader crisis in Soviet relations with people’s democracies.

This plan focuses on developing and strengthening bilateral ties between the two countries in the areas of science, technology, security operations and criminology. It also calls for the sharing of best practices of propaganda methods, roadway security and oversight, education of government officials and administrative organization of bureaus such as the Ministry of the Interior. Provisions are made to exchange methods designed to improve the systems of permit, passport and visa issuance and registration of aliens. The sharing of best practices to reduce alcohol abuse, vagrancy, recidivism and youth crime is discussed as well.

The Politburo approves the results of a meeting of Warsaw Pact officials. Kania offers assurances that PZPR will be able to control the Polish crisis on its own.
