Meeting between Chinese and Romanian delegations. The Romanians express their belief that it would take pressure off of them, if the tensions between the USSR and China were resolved. They discuss the general relations between the USSR and Romania and other states in Eastern Europe, specifically how closely their militaries and economies are linked to those of the Soviet Union. Enlai notes how individual communist parties now develop independently, instead of in cooperation with others.

Conversations between Delegations of the Romanian Workers Party and the Chinese Communist Party in Beijing, 3-10 March 1964 (excerpts)

Ion Gheorghe Maurer and Nicolae Ceauşescu of Romania meet with Liu Shaoq, Deng Xiaoping, and other Chinese Communist officials. The Romanians discuss the Sino-Soviet Split, the Council for Mutual Economic Assistance, and the organizing structure of the Warsaw Pact. Maurer expresses frustration with the Soviet Union, referencing the Cuban Missile Crisis and similar "circumstances in which decisions were taken unilaterally, expressing only the Soviet point of view."

Report addressed by Minister of the Armed Forces of the Socialist Republic of Romania to Ion Gheorghe Maurer, Chairman of the Council of Ministers of the Socialist Republicof Romania

This report by Romanian Minister of Armed Forces Ion Ionita to the chairman of the Romanian Council of Ministers, Georghe Maurer, refers to the latter's participation in the Conference of the Warsaw Pact Defense Ministers. The conference resolved outstanding problems concerning draft statutes. The observations of the delegation of the Ministry of Armed Forces approved by the party and state leadership have all been included, with the exception of article 12, item A, regarding the stationing of troops of the United Armed Forces on territories of member countries, on which the Romanian party reserved the right to reflect.

Meeting of the Political Consultative Committee of the Warsaw Treaty Member Countries

Meeting minutes taken by Romanian Ambassador Vasile Sandru at sessions of the Warsaw Treaty Political Consultative Committee, taking place in Moscow on 22-23 November 1978. Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. In Session II and III political leaders of the other Warsaw member countries respond to Brezhnev’s speech. Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.
