As soon as we got in the rail car Kim Il Sung said the following.

Concerning the designs of the South Koreans to incite a revolt in North Korea. On 4 May 1957 the DPRK MVD received intelligence information that in the middle of November 1956 at the instruction of Syngman Rhee South Korean intelligence drew up a plan to organize an anti-Communist revolt in North Korea. The plan provided for the infiltration into the DPRK of 30,000 specially trained people concentrated in the areas of the cities of Pyongyang, Nampo, and Wonsan. It was planned for the plan to be carried out in February and March of 1957.

Kim Il Sung said that the KWP CC Presidium had outlined additional steps to those measures previously conducted to prevent subversive activity. On 8 May of this year the CC will hold a conference of ministry and department leaders, the KPA command, chairmen of provincial Party committees, and chiefs of MVD provincial bodies.

Concerning the construction of a new irrigation system in the area of Cheonsan. The issue of the construction of a new irrigation system in the area of Cheonsan was discussed at the last KWP CC Presidium meeting. The construction of this system would allow the irrigation of 28,000 jeongbo of arable land. The capital investment in the construction will be 1,700,000,000 won. Kim Il, the Minister of Agriculture, suggested budgeting the necessary amount in this year. However, the Presidium did not agree with Kim Il's suggestion in connection with the fact that exploratory work still needs to be conducted to draw up the construction projects. It was decided that the construction of the new irrigation system will begin in a year. It is proposed that the construction plans will be sent to the Soviet Union so that the appropriate Soviet specialists will give their conclusions.

Concerning giving food aid to the population of South Korea. The issue of sending the population of South Korea 15,000 tons of rice was also discussed at the KWP CC Presidium meeting. This was brought about by the fact that, according to information of the South Korean Minister of Internal Affairs, up to 980,000 peasant households there are starving. It was decided that the DPRK Cabinet of Ministers would adopt a special decree in connection with this and that Kim Il, the DPRK Minister of Agriculture, will address a letter to the South Korean Minister of Agriculture and Forestry.

Kim Il Sung also said that during the first five-year plan it was intended to plant orchards in an area up to 100,000 jeongbo. In 1961 it is expected 80,000 tons of apples will be collected, against 40,000 tons collected in 1956…
