Response to Work Arrangements and on Opinions on the Closure of the Soviet Consulates

[To the] Foreign Affairs Office of the Xinjiang [Uyghur] Autonomous Region Party Committee (copy to the Xinjiang Foreign Affairs Department and the Yili [Ili] Office of the Foreign Affairs Department):

Your cable dated 26 June has been received. We essentially agree with your views and work arrangements on the closure of the Soviet consulates. At present the main [issue] is to allow the Soviet consulates to quickly complete their closure work and withdraw as early as possible. They meet with the masses every day and it is bad for us [if this] drags on for a long time. Therefore, regarding the exit of Soviet nationals, prior to the withdrawal of the Soviet consulates, however many they can process is just that. Absolutely do not allow the Soviet side to use this as an excuse to delay the withdrawal of the consulates. On the issue of Soviet nationals cancelling citizenship, it is not urgent to take care of this at present. For the time being, there is no need to implement the methods listed as item 4, paragraph 4, article 2 of the incoming cable. We will study solutions after the consulates have closed down ([we] will not respond to the cable of the Xinjiang Foreign Affairs Department dated 26 June).
