Please Report on the Specifics of the Inflammatory Materials Carried in Soviet Newspapers and Broadcasted on Soviet Radio

[To the] Xinjiang Foreign Affairs Department and the [Xinjiang Uyghur] Autonomous Region Party Committee: (Top Secret)

The report entitled “The Overall Situation of the Anti-Revisionist Struggle in the Xinjiang Region over the Past Several Months,” which was submitted on 21 September to the Northwest Bureau and the Central Committee of the Chinese Communist Party by the [Xinjiang Uyghur] Autonomous Region Party Committee, reads: “Recently, newspapers and radio [broadcasts] in Kazakhstan in the Soviet Union have frequently asserted that the weakening of Uyghur culture was the result of the lack of an independent nation for the Uyghurs and that some of the people who had taken part in rebellions in the past were being protected on Russian soil.” Please find out the name of the newspapers carrying the abovementioned materials, dates of publication, and the detailed contents, as well as the name of the radio [stations] broadcasting the abovementioned materials, dates of broadcast, and the detailed contents. The information should be submitted to us within five days. In the future, if you find the abovementioned materials, please send us a detailed report immediately and give us a copy of such reports, if any.
