Your (63) No. 90 Circular dated 16 October 1963 has been received.

At present, things are not going well inside the Soviet Union, even more so in Kazakhstan. Therefore, our successful completion of our boundary crossing work is an important aspect of the struggle against revisionism. [We] recommend that you comprehensively study work involving [border] crossings and do a good job in commodity supply work. [We] shall use the actual situation of China to refute the slander against us coming from the Soviet revisionists and their deceitful propaganda [spread] among the Soviet people.

[You] should also frequently complete summaries of anti-revisionist propaganda work according to the local situation. For example, research how to improve the ways and means of propaganda for when personnel from the Soviet side are in our territory for short periods of time or for the Soviet side's strict restrictions on its drivers in China. In the future, please continue to report to the Ministry [of Foreign Affairs] on work related to this area as well as the reactions of the Soviet side. Please note the responses of personnel from the Soviet side to their domestic situation.
