Subject: Korean delegations

Recently, as known, five DPRK delegations travelled to various countries with known objectives. According to our documents all five are government delegations, except for the one that travelled to Cuba. A party and government delegation led by Comrade Pak Seong-cheol [Pak Song Chol] has been to Cuba. Government delegations were led by Minister of Foreign Affairs Heo Dam [Ho Dam] in Bucharest, Prague, and Berlin. To the best of our knowledge, Comrade Pak Seong-cheol is leading a government delegation to Poland as well.

The Soviet comrades have information that the Korean comrades would like to regard these delegations as both party and government delegations.

As for Hungary, the Koreans requested the reception of a government delegation from the start. (Both in the cases of Comrades Heo Dam and Pak Seong-cheol.)
