高丽代表赵炳玉来谈,谓南韩军两营前夜潜入北韩,预备投降,甚属不幸。谅因中共势力焰张影响,韩军心理所致。彼意中韩唇齿攸关,对中共问题利害相同,拟于下月回国主张订立中韩互助协定并拟赴穗谒商。我当局促进此举,又称北韩有苏联军官所训练之。四师军队加入中共军中对我作战三月间,彼以询驻韩美军司令真相,据告属实云。现美方军事经济上援韩方案国务院已提出,议院当可通过,惟警告韩方须以中国为诫,务必郑重处理美援云。顾OO6/壹)
