叶代部长８９号电。奉悉前日晤韩代表，因便以告，并谓我对韩国向极扶持，即本人对韩事亦常抱关切，因极协助韩政府成立，我国首予承认。而我方拟派首任大使，不意竟生此波折，殊为可惜。彼谓离韩前曾闻此事，李承晚总统对邵君缺乏好感，且以时适蒋总统引退，我政府是否有权派使，不无疑虑，故不拟同意他国对友邦派使，亦时有不同意之事。至此意如何，透露则尚未详。弟谓蒋总统引退，李代总统依宪代理。各国对我政权从无疑问，且派使征询同意不过一种形式仪节，非有重大原因殆无不予同意。重在国交未宜间，以个人情感彼谓李承晚总统对蒋总统向极尊崇，所见或不免过于爽直。彼对此亦深觉遗憾，但未意我国视为如此严重。弟谓韩方似宜有所，正是彼亦谓然。但一时未得善法，当陈告该国政府云。顾OO
