Subject: On the Visit to [North] Korea by the Representatives of the Chinese Government
Ambassador Qiao [Xiaoguang]:
Please immediately inform Premier Kim Il Sung or Foreign Minister Nam Il that:
1. Our representatives have tentatively decided to land in Pyongyang on 13 February [1958] for a seven day visit. Please ask the [North] Korean government to arrange the schedule for the visit, but we suggest visiting the Chinese People’s Volunteer Army Headquarters on the 17th and 18th. The representatives are Premier Zhou Enlai, Vice Premier Chen Yi, Vice Minister Zhang Wentian, Chief of Staff Su Yu, Ambassador Qiao, and twenty other staffs. ([We] will disclose the staff list separately)
2. The [North] Korean government will make an announcement [of the visit] prior to 6 February, and then our government will make an announcement immediately [expressing] support. The Soviet government will also make an announcement [expressing] support according to this plan.
3. The Chinese government does not want to have a mass welcoming or mass farewell at the airport. Banquets should also be limited, so as to save on manpower and material resources.
Please report the results of the discussions [with the North Korean government] as soon as possible.
