I was on a hunt together with DPRK Minister of the Timber Industry Go Hui-man (a former Soviet Korean).

 

Go Hui-man said that right after the end of the Supreme People's Assembly session Kim Il Sung convened a meeting of ministers and chiefs of KWP CC departments. At this meeting Kim Il Sung sharply criticized the ministers for their poor, vacuous speeches at the session. He pointed to the fact that in their speeches the ministers did not raise the main issues indicated in the decisions of the December KWP CC Plenum, the issue of labor productivity, and the reduction of production costs. He then also directed attention to the fact that up to now senior officials of ministries and departments, provincial and people's committees, many economic leaders do not deal with issues of production costs [or] issues of the correct planning of the production of goods. In this connection as a lack of Supreme People's Assembly planning he cited the example that many local industrial enterprises built last year do not have a raw materials base or produce low-quality output at high production cost.
