Pinto calls to attention the rude and violent tone of the proclamations of support to Cuba on the part of China contrasting with the relative moderation of the USSR and of its satellites. Pinto believes Mao is "taking a shot" at Khrushchev.

Pinto transmit a message from President Goulart's personal envoy, General Albino Silva, describing a meeting with Fidel Castro, mostly discussing US evacuation of Guantanamo and the UN inspections of bases on Cuban territory.

A report on a meeting between the ambassador of Yugoslavia [Boško Vidaković] with President [Osvaldo] Dorticós to discuss American planes making low-level flights over Cuba and, according to information received recently (at the time), the American attack being imminent.

Pinto describes a meeting with Roa in which Roa repeats a message from Fidel Castro's proclamation that the evacuation of the American base Guantanamo should be directed at not only the United States, but also the Soviet Union, to show both that Cuba is not a toy of the great powers and should be heard in the coming negotiations.

Pinto discusses the current situation in Cuba and feels certain that Cuba depends more and more on Soviet economic help, but that Fidel Castro feels sure of that there will only be an overthrow due to an American invasion or by a prolonged total blockade, that will have more grave international implications.
