Tallinn, June 16, 1940—11 a.m. 62. I have just learned from a reliable official source that Estonia was confronted today by demands from the Soviet Union to permit Soviet troops to march into Estonia tomorrow, namely on June 17. The Government of Estonia is now in conference and it is believed it will accede to Soviet demands. I have also been informed that similar demands have been made on Latvia. Leonard
