I visited Deputy KWP CC Chairman Kim Chang-man at his request.

 

At the instructions of the CC Presidium Kim Chang-man passed on the following:

 

"The KWP CC Presidium expresses agreement with the CPSU CC proposal for the conference of representatives of Communist and worker's Parties of all countries in Moscow to be held starting 10 November 1960.

 

The CC of our Party accepts with great gratitude the invitation of the CPSU CC for our delegation to take part in the celebration of the 43rd anniversary of Great October. The delegation intends to fly to Moscow on 4 November.

 

As regards the composition of the delegation I want first of all to make an explanation regarding the head of the delegation. Initially Cde. Kim Il Sung planned to go as head of the delegation. But in connection with the fact that the illness from which Kim Il Sung suffers is worse in wintertime and a great overload of work is harmful the doctors recommend that he not go. Therefore the KWP CC Presidium has decided to recommend that Cde. Kim Il Sung not go to the Conference.

 

KWP CC Presidium member and First Deputy Chairman of the DPRK Cabinet of Ministers Cde. Kim Il has been appointed head of the KWP delegation. Delegation members [are]:

 

Kim Chang-man - Presidium member, Deputy Chairman of the KWP CC;

Ri Gyo-sun [sic] - Presidium member, Deputy Chairman of the KWP CC;

Pak Yong-guk - CC member, Chief of the KWP CC International Department;

Ri Song-un - CC members, DPRK Ambassador in the USSR".

 

Then Kim Chang-man said that the delegation will be accompanied by 13 people and passed a list of the composition of the delegation and accompanying people.

 

The following officials are on the list of those accompanying:

 

Jeong Jun-gi [sic] - deputy chief of a department of the KWP CC;

Choe Hee-jeon [sic] - deputy chief of a department of the KWP CC;

Kim Gi-nam - deputy chief of a department of the KWP CC;

Kwan [Jeon-yeop [sic] - Assistant to the leadership of the KWP CC;

Hye Seok-tae [sic] - chief of a sector of the KWP CC;

Kim Geon-su [sic] - chief of a sector of the KWP CC;

Kim Sun-go [sic] - chief of a sector of the KWP CC;

Choe Won-sik - chief of a sector of the KWP CC;

Kim Yun-sung [sic] - KWP CC instructor;

Ok In Seop [sic] - First Secretary of the DPRK MFA;

Ri Sin-gek [sic] - Second Secretary of the DPRK MFA:

Yun Geon-su [sic] - Technical worker.

 

Regarding the departure of the delegation for Moscow Kim Chang-man said that one of the following two alternatives would be convenient for the delegation:

 

First - to fly to Moscow on a scheduled Pyongyang-Moscow flight on condition the day of the flight from Pyongyang is postponed to Friday, 4 November;

 

Second - if possible, to send a TU-104 or IL-18 to Pyongyang to deliver the KWP delegation to Moscow in order for it to arrive on 4 November.

 

I told Kim Chang-man that what he had reported that the wishes expressed by him would be immediately reported to Moscow.

 

I told Kim Chang-man about my impressions from the visit to the Kiyan [sic] tractor and the Tokchon [sic] vehicle plants.

 

Kim Chang-man expressed gratitude for the "interesting information" and said that, of course, there are shortcomings in work at the plant. He also said that they will take into consideration the comments and wishes that were expressed.

I invited our Soviet doctors Cdes. P. G. Podorozhnyy and M. F. Upatov, who are working in a DPRK government hospital and observing the state of health of Kim Il Sung to my place. Our doctors reported that no worsening of the illness (kidney stones) is being observed in Kim Il Sung at the present time. This is also demonstrated by the fact that he is personally taking part in all the events being held in Pyongyang in connection with the arrival of the Chinese delegation.

 

In my deep conviction, the reference to the possible worsening of the illness is only a pretext for Kim Il Sung to decline to take part in the Conference of Communist and worker's Parties.
