Both Mikoyan and Peng Dehuai strongly urge the KWP Presidium and Kim Il Sung to consider rehabilitating those involved in the August Plenum Incident. Choe Yong-geon suggests that they will be restored to the Central Committee, but not necessarily to their original positions, and certainly not to the Presidium. As for those who fled to China, both Choe and Kim say that they will be allowed to rejoin the party, but not the Central Committee and will not be guaranteed their old positions.

Pak Seong-cheol passes Puzanov a tentative program for Khrushchev's visit to the DPRK. Nam Il and Jeong Jun-taek inform Puzanov of the situation of industry in North Korea.

Nam Il learns that the Soviet government will receive a North Korean delegation to study the "use of atomic energy for peaceful purposes" while informing Puzanov of arrangements for representatives of the DPRK to attend party congresses in Eastern Europe.

Kim Il Sung praises the current state of Soviet-North Korean relations.

Puzanov and Nam Il discuss the reference to the two Koreas in the recent Statement of the USSR,the issue of the South Korean aircraft that has overflown into DPRK, and the PRC delegation's visit to the DPRK.

Puzanov and Nam Il discuss preparations for a citizenship convention in Pyongyang as well as a KWP delegation's trip to Moscow in celebration of Great October. Then Nam Il solicits Puzanov's feedback on the composition of the DPRK government as described in 3 September. The anti-Party group of Choe Chang-ik, Pak Chang-ok, and others still appears to concern the KWP CC leadership.

Kim Il Sung tells Puzanov that he endorses organized public screenings of Socialist Revolution films. Nam Il and Kim Il Sung suggest a bilateral convention regarding dual citizenship, and Nam Il reports that the KWP CC is occupied with the investigation of anti-Party activity in the KWP leadership. Puzanov recommends that they inform the PRC Ambassador Qiao Xiaoguang about developments in this regard as soon as possible.

Puzanov and Pak Ui-wan discuss the construction of the Soviet Embassy in North Korea, the KWP CC leadership's suspicions against factionalists, and Pak Ui-wan's efforts to clear himself of suspicion. Later, Puzanov meets with Nam Il and discusses railroad construction, the second session of the World Meteorological Organization, settling citizenship issues, and the sale of goods for agricultural products from collective farms in the Soviet Union.
