August 21, 1953	Message to N.S. Khrushchev from Secretary of the CC of the CP of Azerbaijan T.A. Yakubov on Work with the Azerbaijani Democrats Letter from N.S. Khrushchev to T.A. Yakubov regarding the Azerbaijani democrats and their living conditions. It recommends the filming of of the “On the Banks of the Araks” documentary film be allowed to continue in order that the serious condition of the refugees and their finding of employment in Soviet Azerbaijan be documented
August 1953	Message to the CC CPSU Presidium, from USSR Minister of Internal Affairs S. Kruglov and Secretary of the CC of the CP of Azerbaijan T. Yakubov Letter reporting on illegal crossings of the border to Azerbaijan by Iranians due to the famine there. Because of the security risk of infiltration by foreign intelligence agents, recommended that all illegal crossings be sent back to Iran.
March 19, 1957	Letter to the CPSU Central Committee, Request from Mustafayev, the First Secretary of the CC of the Communist Party of Azerbaijan This letter from Mustafayev requests that the CPSU CC send a representative to the conference hosted by the Azerbaijan Democratic Party in Baku. The CPSU agreed that it was possible to send Kozlov. Kozlov then returned from assignment and reported the trip's results.
July 6, 1945	Decree of the CC CPSU Politburo to Mir Bagirov CC Secretary of the Communist Party of Azerbaijan, 'Measures to Organize a Separatist Movement in Southern Azerbaijan and Other Provinces of Northern Iran' The Soviet leadership informs the leadership of the CPAz CC of the decisions taken regarding the need to organize a separatist movement in Northern Iran. The document sets up a step by step plan to insure that the population in Northern Iran can be manipulated to declare independence and join the Azerbaijan SSR.
