Mao reminds the Chinese communists to respect the Soviet experts, who are visiting their country, as comrades and brothers.

During a speech at the Moscow Meeting of Communist and Workers' Parties of 1957 , Mao Zedong proclaims that "the east wind prevailing over the west wind." This version of the speech was edited by Mao for publication.

According to Mao, it would be beneficial for China to wait until after the Third Five-Year Plan to establish a relationship with the United States. In regards to the Soviet Union, he discusses the arrogance of the Soviets as a result of their abundant natural resources, and the “inevitable” disputes between the Communist parties in each country.

The Soviet Central Committee informs their Chinese counterparts that, in light of the arms reduction talks taking place in Geneva, Soviet nuclear assistance must cease. The Chinese had requested a sample atomic bomb and technical data, but the Soviet feared that doing so would imperil the efforts of the socialist countries in Geneva.
