Presumably written by by Minister Israel Galili some time in 1970, this note discusses the publication of a story on Israel’s nuclear program in the New York Times. According to the note, the story mentions “the agreement we have with the President,” alluding to the 1969 Richard Nixon-Golda Meir deal on Israel’s nuclear status. The note further attempts to analyze which source within the Nixon administration had approached the paper and leaked assessments on Israel’s nuclear capabilities, underscoring the secrecy and the sensitivity surrounding the 1969 understanding.

Memorandum from Ralph Earle, Office of International Security Affairs, 'Stopping the Introduction of Nuclear Weapons Into the Middle East'

This memo provided Laird with a scheme for a tough approach to Israel that involved a demarche to the Israeli government for “cease-and-desist” certain nuclear and missile [excised] activities and a demand for private assurances and, ultimately, Israel’s signature on the Nuclear Nonproliferation Treaty (NPT). To seal such a deal Earle proposed an exchange of letters between President Richard Nixon and Prime Minister Golda Meir, for which he provided drafts.

Dobrynin also offers his candid personal evaluation of Kissinger and the secret White House “backchannel” established by Nixon to circumvent the State Department and communicate directly with the Soviet leadership.
