Nam Il, minister of Foreign Affairs of the DPRK, sends letter to Sir Leslie Munro and Dag Hammarskjold to protest against UN General Assembly meeting which adopted an resolution to accept only South Korea into UN and denounces President Rhee of South Korea.

Nam Il informs Puzanov that DPRK seeks to further strengthen ties with other socialist states and establish relations with the some non-socialist states including UAE, Indonesia, Ceylon, India, Burma, and Japan.

Puzanov and Nam Il discuss the DPRK MFA statement about the return of passengers who were on the aircraft which flew into the DPRK from South Korea on Feburary 16.

Puzanov discusses with Nam Il and Kim Il Sung about the US and FRG statements to return two American and two FRG citizens who were on the aircraft which flew into DPRK from South Korea on February 16 and preparations for the DPRK response.

Puzanov and Nam Il discuss the reference to the two Koreas in the recent Statement of the USSR,the issue of the South Korean aircraft that has overflown into DPRK, and the PRC delegation's visit to the DPRK.

Nam Il comments on the murder of South Korean citizens by American soldiers and on North Korea's relations with China and the Soviet Union.

Puzanov and Pak Ui-wan discuss the construction of the Soviet Embassy in North Korea, the KWP CC leadership's suspicions against factionalists, and Pak Ui-wan's efforts to clear himself of suspicion. Later, Puzanov meets with Nam Il and discusses railroad construction, the second session of the World Meteorological Organization, settling citizenship issues, and the sale of goods for agricultural products from collective farms in the Soviet Union.

Kim Il Sung and Puzanov discuss a meeting with representatives of the CPSU CC and SKYu CC, the American violation of the Korean Armistice agreement, and the Korean people's mixed reactions to the CPSU CC Plenum's June decision to expose factionalists and consolidate the party.

Puzanov and Nam Il agree on the need to object to a potential US proposal to modify Article 13 of the Armistice agreement. Nam Il also hints at the desire for Chinese troops to withdraw from the DPRK and expresses the KWP Presidium's concern regarding the issue of the KWP CC premier.

Nam Il and Puzanov object to American efforts to legitimize the military fortification of South Korea by changing Article 13 of the Armistice agreement. Nam Il also requests consultation for the DPRK draft of its first five-year plan. Later, Puzanov meets with PNR Ambassador Siedlecki, who discusses the Neutral Commission's perspective on the US proposal to change the Armistice.
