A note attached to the bottom of the message suggests that Choe Yong-geon might have a meeting with Liu Shaoqi.

China approves of Kim Il Sung's request to build warehouses and factories in China and Korea and agrees to recruit Korean drivers for him in the northeast.

Stalin agrees to train North Korean pilots, but in China, not in the Soviet Union, as Kim Il Sung previously suggested.
