This document is a transcript of a conversation between A. N. Kosygin and I. Gh. Maurer regarding the visit of the Romanian delegation to Vietnam and then China that discusses the suggestion that the Democratic Republic of Vietnam begin negotiations simultaneously while fighting, which both the Chinese and Vietnamese rejected, and the proposal that the socialist countries of the world communicate their policies toward Vietnam with each other, which the Vietnamese favored, but the Chinese rejected.

Kuznetsov (Soviet ambassador to China) should be informed of the outcome of the United Nations political conference on Korea, at the request of the Government of the People's Republic of China.

The India embassy in Beijing reports on recent developments in the Sino-Soviet border negotiations. The lead Soviet negotiator, Kuznetsov, had become increasingly open about the progress of the ongoing talks due to political maneuvering by China. The negotiator claimed that "the talks have not progressed because the Chinese have adopted a [sic] uncompromising attitude on reaching agreement on maintenance of [the] status quo."

Li Kenong reports on his usual meeting between the Chinese, Soviet, and Vietnamese delegations. Kuznetsov says the French think the Vietnamese are too demanding. Also, the Vietnamese request more discussion on economic issues and less of zone division.

Telegram from Kuznetsov to MID regarding his meeting with Mao on 28 July 1953, during which Mao talked about the steps which had led to and now, had to be taken following the signing of the armistice.
