This lengthy report was State Department Bureau of Intelligence and Research's contribution to the first National Intelligence Estimate on the nuclear proliferation, NIE 100-6-57. Written at a time when the United States, the Soviet Union, and the United Kingdom were the only nuclear weapons states, the “Fourth Country” problem referred to the probability that some unspecified country, whether France or China, was likely to be the next nuclear weapons state. George Vest to the Secretary of State, 'London Nuclear Suppliers Meeting'

This document provides an overview of the London Nuclear Suppliers' Meeting which included the addition of the five newest countries to the original seven. Most old and new members were receptive when Washington lobbied them to support a “long term and stable regime of restraint” on the export of sensitive enrichment and reprocessing technology. While the French were supportive of the moratorium proposal, the Germans were uncomfortable with it, not least because of the implications for their deal with Brazil.

George Vest to Mr. Sonnenfeldt, 'British Comprehensive Safeguards Initiative re Suppliers Conference'

This document describes the differing views regarding safeguards. The Canadians strongly supported the former, “full scope safeguards” (their terminology, which caught on), which the French saw as “tantamount to imposing NPT obligations”--a reference to the Treaty’s Article III--which they would not accept. Arguing that full-scope safeguards was “alien to [their] philosophy,” the French suggested that a “traditional interpretation of the contamination principle (i.e., requiring safeguards on any materials produced in exported facilities),” would make it possible to achieve “the practical equivalent” of the Canadian proposal.

State Department memorandum, 'Nuclear Suppliers Conference/French Participation'

This memo describes the details of the nuclear suppliers' conference, specifically the details of French participation. Cites the need for common understanding regarding nuclear exports is needed and therefore invites Great Britain, the Soviet Union, West Germany, Japan, and France to participate in the conference. Also details the process of trying to persuade France to participate and dissuading their reluctancy.

On Human Rights. Folder 51. The Chekist Anthology.

Outlines the KGB’s response to the USSR’s signing of the Helsinki Accords in 1975. The accords obligated signatories to respect their citizens’ human rights. This gave Soviet dissidents and westerners leverage in demanding that the USSR end persecution on the basis of religious or political beliefs.

Some of the KGB’s active measures included the establishment of a charitable fund dedicated to helping victims of imperialism and capitalism, and the fabrication of a letter from a Ukrainian group to FRG President Walter Scheel describing human rights violations in West Germany. The document also mentions that the Soviet Ministry of Defense obtained an outline of the various European powers’ positions on human rights issues as presented at the March 1977 meeting of the European Economic Community in London from the Italian Foreign Ministry.

The KGB also initiated Operation “Raskol” [“Schism”], which ran between 1977 and 1980. This operation included active measures to discredit Soviet dissidents Andrei Sakharov, Yelena Bonner, and Alexander Solzhenitsyn, measures designed to drive a wedge between the US and its democratic allies, and measures intended to convince the US government that continued support for the dissident movement did nothing to harm the position of the USSR.

(Excerpts) Minutes of discussions of the Warsaw Pact Political Consultative Committee concerning non-proliferation. The Romanian delegation argues against a joint declaration of the Warsaw Pact on non-proliferation for fear that it might be used against China. The other delegations argue that a joint declaration is necessary in order to prevent the creation of the Multilaterall Nuclear Force proposed by NATO.

From the Journal of V. V. Vaskov, 27 August 1954: Top Secret Memorandum of Conversation with Comrade Mao Zedong on 5 July 1954

Soviet Charge d’Affaires in Beijing V.V. Vaskov and Comrade Mao Zedong discuss the Soviet plans to take advantage of the changing situation in France. Mao mentions that Zhou is meeting with Ho Chi Ming and Vo Nguyen Giap in Guanxi and won't be able to come to Geneva until July 12-13. The topic of conversation then shifts to the US and a recent meeting between US President Eisenhower and British Prime Minister Winston Churchill. Mao notes that there is a diverge between Eisenhower and Churchill regarding the desirability of a dialogue with the Communists. Mao says that the US has dispersed its forces far and wide, so they are trying to resurrect West Germany and Japan.

U.S. demarche and "non-paper" on Pakistan's attempts to complete the plutonium reprocessing plant and develop nuclear weapons. Sent to 12 countries to ensure that they "exercise vigilance and appropriate control to deter Pakistan from acquiring sensitive facilities."
