The CIA's National Intelligence Daily for 18 May 1989 describes the latest developments in China, the Soviet Union, Ethiopia, Panama, El salvador, Venezuela, West Germany, Bolivia, Poland, Iran, Saudi Arabia and Philippines.

Cable from Polish Ambassador in Hanoi Maneli to Warsaw, describing a conversation he had with Vietnamese Prime Minister Pham Van Dong and Soviet Ambassador Tovmassian. They discuss the idea of neutralization in Vietnam, and the possibility of the United States pulling forces out. Tovmassian adds that the PRC pressured the DRV to start incidents in the demilitarized zone.

Gomulka and Brezhnev discuss Sino-Soviet border skirmishes. Brezhnev claims the Chinese are preparing for their Congress and trying to "cement the moods of enmity toward the USSR." They also discuss the possibility of improved Sino-American ties.

A committee to write up a preliminary draft for a loan from the USSR to China is created. Stalin meets with a delegation of the CCP and answers several of their questions, including: the CCP's policy towards the Chinese national bourgeoisie, the matter of people's democratic dictatorship, Chinese foreign policy issues, Sino-Soviet relations, Xinjiang, Dalian, a Chinese University in Moscow, a railway from outer Mongolia to Zhangjiakou, and a naval school. Stalin and the CCP delegation also discussed the possibility of a war breaking out between the USSR and the US.
