This document is a 61-page transcript of the meeting of the SCD leadership held in Moscow on Saturday, July 30, 1955. The ostensible purpose of the meeting was to discuss the progress report of the regional counterintelligence branch in the Latvian Soviet Socialist Republic (the Second Department of the KGB of the Latvian SSR). However, the meeting went beyond the Latvian case and focused on the discussion of the overall deficiencies of Soviet counterintelligence at that time and the ways to deal with them.

Stalin approves of the American draft for arms control as a basis, but instructs Molotov to insist on specific wording for certain points. He also does not recommend introducing any addendums as he believes they will fail.

Fidel Castro expresses his desire for Cuba--US diplomatic relations to resume and asks Kudryavtsev for Soviet support at the UN Security Council in countering American aggression. Castro asks Kuydryavstev to ascertain the Soviet opinion on Cuba's participation in a conference of neutral countries organized by Yugoslavia and the UAR.

A report from KGB Chairman Andropov to the Central Committee of the CPSU assessing the status of Radio Liberty and Radio Free Europe in their “transition” period and measures that might be taken to weaken them. It alleges that RFE and RL are planning subversive actions against the USSR at the Munich Olympics. It credits the Soviet bloc intelligence services with increasing the problems of the Radios. The document indicates timely KGB knowledge of internal RL documents such as the March 15, 1971 revision of the Radio Liberty Policy Manual.
