At a meeting in Budapest, members of the Political Consultative Committee of the Warsaw Treaty Organization (Warsaw Pact), including delegations from Bulgaria, Czechoslovakia, Poland, the German Democratic Republic, Romania, and the Soviet Union, discuss and vote on principles for the Joint Forces and the Committee of the Ministers of Defense as well as other areas of military coordination.

János Kádár presents on his diplomatic trip to Moscow to the Hungarian Central Committee. Kádár first places the Cuban Missile Crisis in context. This includes describing the success of the Cuban revolution, US aggression towards Cuba, and the Cuban-Soviet military and defense agreement, which ultimately spawned the US’s unilateral military mobilization. Kádár then describes the Soviet Union’s strategy to achieve two goals: protect the Cuban revolution and preserve peace. He notes that Cuba and the Soviet Union disagree about how the crisis was resolved, but asks the congress of workers to show complete support of Soviet actions and successes.

Meeting minutes taken by Romanian Ambassador Vasile Sandru at sessions of the Warsaw Treaty Political Consultative Committee, taking place in Moscow on 22-23 November 1978. Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. In Session II and III political leaders of the other Warsaw member countries respond to Brezhnev’s speech. Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.

The US National Security Council discusses the effect that Stalin’s death had on Soviet policy and on Communist Parties outside of the USSR, as well as the opportunity it provided the US to use Stalin’s death in a psychological strategy to influence the Soviets. The Council also discusses the possibility of negotiations for a settlement with the Soviets in Korea.

CPSU Central Committee and USSR Minister of Defense, Marshal of the Soviet Union D. F. Ustinov make a statement to Warsaw Treaty member states addressing the decision by the US and NATO to deploy new American medium-range missiles in Europe. He appeals for improvement of the Unified Forces.

The Warsaw Treaty Member States' Committee of Ministers for Defense discussed the situation resulting from the deployment of new American medium-range nuclear missiles in some Western European countries. Some general military planning was proposed in response.
