It also draws suggestions for the possible path of relationship expansion between Poland and Ethiopia, including small military deliveries, as suggested by the Soviets.

1989	Concept Paper on Military Cooperation with Foreign (Non-Socialist) Countries for the Period 1990-1995 This concept paper addresses the need to base decisions about the nature of military cooperation on the Soviet Union’s long term goal of ending the arms race and moving toward disarmament. It also details how this decision-making should look in specific developing countries in which the Soviet Union has an interest.
October 16, 1986	Statute on the Inter-Governmental Commission to Coordinate the Work of the PRB, HPR, GDR, PPR, USSR, and CSSR on Export Control on a Multi-Party Basis This statute creates an inter-governmental commission aimed at coordinating the efforts of the People's Republic of Bulgaria, the Hungarian People’s Republic, the German Democratic Republic, the Polish People’s Republic, the USSR, and the Czechoslovak Socialist Republic to prevent exports that might be used by capitalist or developing countries to reach their military or economic potentials.
August 15, 1986	Resolution of the USSR Defense Council, 'On Military Cooperation in the 12th Five Year Plan with Socialist and Developing Countries' This 1986 resolution catalogs failings in Soviet practices for military cooperation with Socialist and developing countries.
June 9, 1969	Soviet Embassy in North Korea, 'Concerning Changes in the Views of the Korean Leadership on Questions of the Unity of the Socialist Camp and the International Communist Movement' The report states that the DPRK is influenced less by Beijing and has started to contact European socialist countries more. It describes how DPRK is advocating for “absolute independence” as well.

August 10, 1970	Hungarian Foreign Ministry memorandum on the Palestine Liberation Movement in 1970 (excerpts) This memorandum briefly describes the growing Palestinian Movement in Israel and recommends that the Hungarian Solidarity Committee establish ties with the Palestinian Liberation Organization (PLO), while not endorsing any radical acts of terrorism.
