Cabinet Ministerial Group on Nuclear Non-Proliferation, 'Pakistan's Nuclear Programme: Pressures and Inducements'

This report, created in March 1979 by the Ministerial Group on Nuclear Non-Proliferation, explores the state of Pakistan’s nuclear program. The document also explores topics like Pakistan’s political status among its neighbors in the Arab world, as well as possible ways Pakistan could be induced to terminate its nuclear activities.

In the face of alarmists such as Arthur Hummel in the US and Anthony Parsons in the UK, the influential British analysts on the Ministerial Group on Nuclear Non-proliferation thought it unlikely that Arab countries would knowingly fund Pakistan's nuclear programme, even though it was suggested many Muslim states might welcome a co-religionist achieving the ‘ultimate technological feat’. For nations such as Saudi Arabia, relations with the West were situated as far more significant than connections with Islamabad, despite Pakistan's position as a bulwark between the Muslim world and the USSR. The group suggested enlisting Arab governments in order to put pan-Islamic pressure on Pakistan, arguing that security concerns related to India – and not a desire to equip the Muslim world with a ‘nuclear sword’ – were the nuclear programme's main drivers. Addressing Islamabad’s security issues – a constant in British and American discussions about Pakistan – represented the surest way of achieving positive results. Where the pan-Islamic issue might come into play – analysts suggested – was after any Pakistani nuclear test, where Islamabad might enlist Muslim countries to help resist Western pressure to give up ‘the first nuclear weapon to be developed in a Moslem country.'

Memo to the Soviet Ambassador to India: Appeal to the Leadership of the Indian Communist Party on the Question of the NPT

In this memo, the Soviet Ambassador to India is urged to meet with the leadership of the Indian Communist Party (Rao and Dange) and inform them, in light of the 22nd UN General Assembly session discussing the NPT, of the Soviet stance on the Treaty. The ambassador is instructed to emphasize the importance of nuclear non-proliferation for international geopolitical reasons, including preventing West Germany and China from acquiring nuclear weapons, as well as increasing domestic prosperity by using the atom for peaceful means. The ambassador is told to emphasize efforts of the USSR to prepare the draft treaty in collaboration with non-nuclear countries, as well as security guarantees in place for non-nuclear countries so that the Indian government greets the Treaty with understanding.

With a nuclear nonproliferation treaty under consideration in Washington, INR considered which countries were likely to sign on and why or why not. INR analysts, mistakenly as it turned out, believed it unlikely that the Soviet Union would be a co-sponsor of a treaty in part because of the “international climate” and also because Moscow and Washington differed on whether a treaty would recognize a “group capability.”

Information about the Results of the Official Friendly Visit of A.N. Kosygin in India (March 9-15 of This Year)

This document reports on the visit by the Soviet premier, Alexsei Kosygin, to India in March 1979. The Indian leadership once again confirms its intention to retain close relations with Moscow irrespective of the future relationship with the US and China. During the visit a number of trade and scientific agreements are signed. The USSR expresses its readiness to cooperate in the nuclear field on the basis of peaceful use as laid down in the Indian-Soviet agreement of January 1979. Reacting to the Chinese threat and its perceived objective to gain a hegemonic position in Asia, India wishes to talk about the delivery of more sophisticated military equipment. The Soviet officials interpret Indian foreign policy as moving closer to the Socialist Bloc and joining Vietnam and Cuba in the formation of a ‘leftist wing’ in the Non-Aligned Movement.
