The Chinese Ministry of Foreign Affairs proposes two options to the Central Committee for demonstrating its support for North Korea's position that the Korean issue should not be discussed at the United Nations General Assembly. The Ministry recommends that the People's Daily publishes supportive editorials but also suggests that other organizations could express their support for North Korea to newspapers instead.

Huang Hua, commenting on a number of developments around the world, suggests that China's foreign policy continues to emulate the thinking and concerns of Mao Zedong.

Gheorge Radulescu informs Zhou Enlai that the United States desires to improve Sino-US relations and discuss China's representation in the UN. Zhou states that China does not accept the proposal for Taiwan to remain a member of the UN as an autonomous region of China, because, in that case, other countries could ask that the same be done for Tibet and Xinjiang. Zhou notes the ongoing border disputes with the Soviet Union. Zhou also discusses Japan's growing economy and the threat of renewed Japanese militarism.

Upadhya requests Narasimhan for copies of a recent press release issued by China Liaison Office in DC calling for the dissolution of UNCURK and the withdrawal of UN Force from Korea.

In connection with the issue of two Chinas in the UN, Kim Dae Jung proposes an ROK national effort toward national unification by precluding war and consideration of simultaneous entry of the two Koreas into the UN.
