    Description of meeting between Indira Gandhi and Soviet representatives. Both sides give similarly critical assessments of Pakistan policy on subcontinent, which both describe as destabilizing to the region. Soviets devote special time to the "dangerous character of military-political partnership between the United States and China," and Indira Gandhi expresses concerns over China's "machinations" against India, and notes the increasing influence of China and America on India's neighboring countries. Gandhi says that Indian-Chinese relations have not improved, due partly to China's position on the India-China border issue.

    With delivery of U.S. F-16 fighter-bombers imminent, Pakistan threatens to refuse delivery unless the U.S. agrees to include the ALR-69 radar warning receiver for the aircraft. CIA analysts have concerns that including this sensitive radar technology in the delivery of the F-16s would enable China, a close military ally of Pakistan, to obtain and study the device.

    Summary of recent developments in the formation of a unified leftist movement in Honduras lead by the country’s communist party, in an attempt to counter the “imperial” influence of the USA. The text suggests that various pro-communist movements within Central Latin America have formed, and have started to cooperate with the intent to create a network. The Farabundo Marti National Liberation Front (FMLN) and the Sandinista National Liberation Front (FSLN) have played most prominent role in this endeavor. The Honduras Communist party has worked internally in the direction of creating a strong consolidated left wing movement. The document mentions future plans for mutual cooperation between the Bulgarian Communist Party and the Honduras Communist Party.

    This CIA report on India, “India’s Nuclear Procurement Strategy: Implications for the United States,” has comparatively few excisions. It discusses in some detail Indian efforts to support its nuclear power and nuclear weapons development program by circumventing international controls through purchases of sensitive technology on “gray markets.” The report depicts a “growing crisis in the Indian civil nuclear program,” which combined with meeting nuclear weapons development goals, was forcing India to expand imports of nuclear-related supplies. The purchasing activities posed a “direct challenge to longstanding US efforts to work with other supplier nations … for tighter export controls.”
